हरेक बर्ष असार श्रावण महिनामा जब धान रोपाईँको बेला हुन्छ तब धान रोपाईको अवस्थालाई आधार बनाई नेपालको अर्थतन्त्रको आकार अनुमान गरिन्छ । विगत १५ वर्षको आर्थिक सर्वेक्षण अनुसार कुल राष्ट्रिय गार्हस्थ्य उत्पादनमा कृषि क्षेत्रले करिब एक तिहाई भन्दा बढि योगदान दिदै आएको देखिन्छ । त्यसैगरी , धानबाली एक्लैले कृषि क्षेत्रको गार्हस्थ्य उत्पादनमध्ये करिब २० प्रतिशत हिस्सा ओगट्दै आएको छ । त्यसैले धान रोपाईँको क्षेत्रफल र उत्पादकत्व राष्ट्रिय अर्थतन्त्रमा महत्वपूर्ण छ । धान लगायत विभिन्न बाली , तरकारी , फलफूल , माछा , मासु , दुध र अण्डा आदिको उत्पादनले कुल राष्ट्रिय गार्हस्थ उत्पादनमा सबै भन्दा धेरै योगदान गर्ने भएकोले नेपाललाई कृषि प्रधान देशको रुपमा परिभाषित गरिदैं आएको छ । एक तिहाई भन्दा धेरै योगदान दिने , ७० प्रतिशत भन्दा बढि कृषक घरधुरी भएको र दुई तिहाई भन्दा धेरै रोजगारी दिलाउने भएकोले सरकारका नीति तथा कार्यक्रमहरुमा कृषि क्षेत्रलाई प्राथमिकता दिइएको पाइन्छ । नेपालको संस्थागत र योजनाबद्ध विकास २०१३ सालदेखि पहिलो पञ्चबर्षिय योजना मार्फत शुरु भएको अवस्थामा पनि कृषि क्षेत्रलाई प्राथमिकताको ...
कहाँ चुक्यौं हामी ? नेपालमा अधिकांश नीति तथा योजनाहरुको प्रमुख उद्देश्यमा कृषि उत्पादन अभिवृद्धि गर्दै स्थानीय रोजगारीका अवसर श्रृजना गर्नु र खाद्य सुरक्षा सुनिश्चित गर्नु उल्लेख भएको हुन्छ । तथापि , कृषि विकासको ९५ बर्ष भन्दा लामो संस्थागत प्रयासबाट पनि ती उद्देश्यहरुको सम्बन्धमा आशातित सफलता हाँसिल गर्न सकिरहेको छैन । यस सन्दर्भमा हाम्रो मुख्य कमजोरी कहाँ छ पत्ता भनी लगाउनु जरुरी छ । कृषि क्षेत्र मूलुकको मूख्य रोजगारप्रदायक क्षेत्रको रुपमा रही कुल राष्ट्रिय रोजगारीमा दुई तिहाई हिस्सा ओगट्ने गरेको छ । तथापि , राष्ट्रिय अर्थतन्त्रलाई सहि दिशा तथा गतिमा डो ¥ याउन नसक्दा कृषि क्षेत्रले कुल राष्ट्रिय गार्हस्थ्य उत्पादनको एक तिहाई अंश मात्र योगदान गर्न सकेको छ । जसले गर्दा कृषि तथा कृषिमा संलग्न कृषक र कृषि मजदुरको उत्पादकत्व उत्साहजनक नरहेको दृष्टान्त हामी सामु चुनौतिको रुपमा उभिएको छ । अझै पनि कुल गरिब जनसंख्या मध्ये कृषि क्षेत्रमा संलग्न कृषक तथा कृषि मजदुर कै बाहुल्यता रहेको छ । कुनै समय नेपालको खाद्यान्न आयात गर्ने देश दक्षिण कोरियाले अहिले खाद्यान्न होइन मानवश्रोत आयात गरी ...
Share of expenditure in agriculture and agriculture growth rate in Nepal The secondary data analysis provided by Ministry of Agricultural Development (MoAD), Ministry of Finance (MoF) and Central Bureau of Statistics (CBS) over 13 years (2002/03-2013/14) shows that share of expenditure in agriculture and agriculture growth rate goes in same direction. The annual growth rate of agriculture sector in FY 2007/08 (2064/65 BS) was decade highest reaching 5.8 percent while it was just 1.0 percent in its preceding year FY 2006/07. One of my study on government expenditure in agriculture (MoAD) and its contribution showed that it is significant to contribute national economy. In spite of the government's priority to this agriculture sector, budget allocation is not sufficient enough to address the ever increasing demand of farmers. CONTRIBUTION OF AGRICULTURE SECTOR TO NATIONAL ECONOMY IN NEPAL Abstract: Agriculture is the mainstay of majority of Nepalese people which provides employment, foods and shelter. However, the investment in agriculture in not encouraging, received around 3 percent of total government outlays during 2002 to 2014. In the study, Gross Domestic Product was regressed with Domestic Savings, Government Expenditure on Agriculture and Foreign Direct Investment on Agriculture with the data from FY 2002/03 to 2014/15. The Regression analysis showed that the contribution of Government Expenditure on Agriculture to Gross Domestic Product was found highly significant whereas the Domestic Savings and Foreign Direct Investment on Agriculture were found insignificant.
